The Child Abuse Prevention, Intervention and Treatment (CAPIT) Senior Complex Case Social Worker is a specialized member of the IRC in Oakland's Safety and Wellness (S&W) department integrated into the Intensive Case Management team, serving as the social services coordinator for complex cases of newcomers living in Alameda County where there is high risk of or suspected child abuse. This position oversees implementation of clinical case management, conducts intake assessments and protective factor surveys, coordinates internally and externally with other service domains within programs in the Community Integration and S&W departments, cultivates a network of external providers and resources (specifically Strong Families Alliance providers), aids in developing supports and referrals that are responsive to client needs, supports strong data collection, and otherwise supports client access to needed social services.

This position coordinates with internal and external partners as part of an integrated state-wide system that supports families to provide safe, stable, nurturing relationships and environments for their children. There is a special focus on primary and secondary populations to build protective factors and mitigate the risk factors of child maltreatment.

This position provides holistic case management services that are culturally appropriate, strengths-based, trauma-responsive, and client-centered. The CAPIT Senior Complex Case Social Worker regularly advocates for access to quality care for participants that includes interfacing with institutional accountability offices, supports clients' efforts to build comfort and confidence in navigating care and attending appointments, and provides regular support for clients to feel empowered to access resources and advocate on their own behalf. This position coordinates care across internal and external multidisciplinary service providers through referral pathways, resource development, and relationship building with community providers. The Senior Complex Case Social Worker also performs administrative tasks, collects data, completes casefile documentation, monitors and evaluates program implementation and client progress, and assists in reporting on activities and outcomes for grant proposals and awards.

In addition, the Senior Complex Case Social Worker is part of the capacity building efforts of the programming for complex cases, working with the Safety and Wellness Manager, Resettlement Manager, IRC in Oakland's immigration legal team, and other stakeholders. The Senior Complex Case Social Worker may also frame needs and inform development and delivery of responsive psychosocial programming that supports clients' capacity to integrate into the wider community, develop personal relationships, and build tangible stress management and trauma symptom coping skills.

Major Responsibilities:

• Act as the primary focal point for Clinical Case Management for newcomer families at risk for child abuse at IRC Oakland
• Complete assessments to capture client baseline data, triage services, and gauge client progress.
• Use motivational interviewing and other supportive techniques within a trauma-informed and strengths-based approach to assist clients in identifying goals and developing action plans.
• Provide comprehensive clinical case management services including addressing basic needs, assisting with applications for benefits, connecting clients to services, providing psychoeducation, and offering community orientation and education.
• Conduct basic safety planning and assessment during home visits and when facilitating in-home services for families
• Work with clients to complete consent forms and releases of information, intake assessments, protective factor surveys, client satisfaction surveys, activate referrals to service providers, and ensure warm handoffs to connect clients to resources and social support networks.
• Assist clients in learning transportation routes, navigating to providers and addressing other barriers to accessing services, including barriers related to immigration legal status.
• Ensure linguistically appropriate services and advocate for language assistance with providers as needed.
• Complete regular follow up on referrals, linkage to services, and assess client service plan progress.
• Engage in suicide and basic needs safety planning with clients as needed.
• Develop and facilitate responsive psychosocial support services programming.
• Oversee interns and volunteers supporting complex cases including interns requiring supervision hours
• Participate in case consultation and contribute to client care coordination meetings with internal and external service providers on an ongoing basis to triage needs and ensure access to services.

Program Administration:

• Enter client data, document program enrollment, record service case notes, and capture external provider data in a timely and accurate manner in both internal databases as well as Alameda county's scorecard and database systems.
• Participate in ongoing monitoring and develop processes and systems related to program quality, operations, and direct services (including Strong Family Alliance provider meetings and funder site visits)
• Contribute to program progress reports and assist in preparing funding proposals as requested.

Community Capacity Building:

• Conduct outreach to identify new providers and resources across all disciplines
• Cultivate relationships with existing providers and resources in the Strong Families Alliance to expand survivor access to providers and services.
• Educate providers and community members on parent education and related best practices in the interest of equipping them with the knowledge and skills to deliver appropriate services.

Other:

• Fully engage in all program meetings, staff development activities, and training opportunities.
• Maintain high awareness of and attention to client confidentiality, HIPAA, and relevant rules and policies.
• Perform other duties as requested.

Indirect Reporting: Safety and Wellness Manager

Position Supervises: May supervise IRC Interns and volunteers

Other Internal and/or external contacts:

Internal: NorCal Senior Officer for Protection and Social Work and direct service staff including H&W, AT, and R&P staff, Safety and Wellness staff at other IRC sites.

External: Strong Family Alliance providers, other refugee resettlement agencies, ethnic Community-Based Organizations, Community leaders and other stakeholders.

Job Requirements:

Education:

• Graduate degree required (MSW, MFT, or LCSW). Candidates with clinical licensure or actively working towards licensure preferred.
• Training or experience working with children and families with risk factors (such as poverty, parental substance abuse, young parental age, mental health concerns, exposure to violence, parental or child disabilities)
• Lived experience as a survivor, refugee, or immigrant highly valued.

Work Experience:

• 3+ years of case management experience in a multicultural social services environment, ideally with refugees, highly traumatized populations and survivors of torture or violence.
• Highly flexible, creative, and comfortable with ambiguity; willing to adapt within a program that is evolving.
• Ability to clearly communicate needs to supervisor and team and navigate a multicultural environment.
• Fluency in written and spoken English; bilingual ability in a prominent client language preferred (including but not limited to Dari or Spanish).
• Demonstrated ability to work independently, solve problems and exercise sound judgement.
• Ability to manage time effectively and prioritize competing demands.
• Commitment to working collaboratively with others to promote a positive culture that reflects IRC's core values of service, accountability, integrity, and equality.
• Strong computer proficiency, including MS Office, internet applications and case management databases.
• Ability to safely lift up to 35 lbs.
• Must have a valid driver's license, reliable and insured vehicle, and ability to travel locally frequently.

Work Environment:

• A combination of standard office environment, remote work, and 'field' time within the service delivery area to perform the above outlined responsibilities.
