Overview Department : Health Affairs (PH) Salary : $49,400-$56,200 Description : The Research Data Analyst supports the oversight and coordination of Level 1 healthcare data for research purposes and participates in the data analysis process within the Humana Institute and the Department of Health Systems Population Health Sciences. The Analyst is responsible for ensuring compliance with federal, state, and institutional data privacy standards; supporting institute-related data analyses projects, managing data access and reporting infrastructure; and supporting secure, high-integrity data operations across the research enterprise. Pursuant to the State of Texas Executive Order No. GA-48, this position researches, works on, or has access to critical infrastructure and requires the ability to maintain the security or integrity of the University infrastructure. This position requires personnel be routinely reviewed to determine whether or not criminal history or continuous connections for the government or political apparatus of a foreign adversary might prevent the employee from being able to maintain the security or integrity of the infrastructure. Responsibilities Serves as a point of contact for Level-1 data access, training, and reporting inquiries. Maintains oversight of access logs, user compliance, and renewal of required certifications (e.g., HIPAA, CITI). Coordinate closely with the Office of General Counsel, the Office of Compliance and Ethics, and the Division of Research on data privacy regulations, IRB requirements, and institutional data use policies. Develop and manage the training calendar for personnel with access to Level-1 data. Implement and track required training modules (e.g., Responsible Conduct of Research, Good Clinical Practice, Data Privacy). Lead annual access attestations and refresher trainings to ensure ongoing compliance and role-based access control. Work with Institute and department leadership to communicate consequences for noncompliance and data misuse. Securely collect, clean, organize, and prepare sensitive healthcare data for research projects. Maintain data integrity and confidentiality in all datasets, including those received from Humana, CMS, Texas DSHS, and local FQHCs. Collaborate with University and College IT teams to establish and maintain current, approved data environments and pipelines. Produce and distribute data outputs in appropriate formats (e.g., Power BI dashboards, CSV files, secure file transfer protocols). Maintain accurate metadata, data dictionaries, and documentation to ensure reproducibility and transparency. Serve as a point of contact for internal report requests and data analytics needs across research teams. Recommend and implement strategies for efficient data capture, reporting workflows, and visualization tools. Generate reports and dashboards for stakeholders to inform research progress, compliance status, and operational decision-making. Communicate data insights and findings clearly to investigators, leadership, and external partners as needed. Minimum Qualifications Required : Bachelor's degree in Health Informatics, Public Health, Information Systems, or a related field. Minimum 3 years of professional experience in data management, preferably within healthcare, academic research, or public health environments. Demonstrated knowledge of HIPAA, data governance, and regulatory frameworks for human subjects research. Familiarity with CITI Program, IRB processes, and data use agreements (DUAs). Preferred : Master's or Doctorate degree in Public Health, Data Science, Health Services Research or related field. Experience with Level-1 or PHI datasets. Proficiency with data management tools such as SAS, REDCap, SQL, and cloud-based secure storage environments.
